If you don't require much in the line of luxury, the Champlain is fine. Great location right in the heart of the old town, quite clean (although currently undergoing renovations as of May 2016). But if you like your creature comforts you may want to look elsewhere.

Excellent small hotel in the heart of Quebec City. Within blocks of all of the action, easy walk to everything. The hotel and rooms were clean, and the breakfast was good. The best part was the staff who were friendly and very informative. We would definitely stay here again.
